If you keep a vessel in the Broads Authority's navigation area you must have either an Annual Toll or a Short Visit Toll.

Annual Tolls
The Tolls year runs from 1 April to 31 March, the following year.

If you apply for an annual toll at any time after 1 April, you will still be issued with a tolls plaque valid until the end of the following March. There is no reduction in price for this.

If you keep or use any vessel in the navigation area for more than 28 days in any tolls year, you must pay the annual toll and must also be registered with the Authority (see Registration).

Short Visit Tolls
These are available for periods of 1-7, 8-14, 15-21 or 22-28 consecutive days, or for any combination of these days, up to a maximum of 28 days within any tolls year starting 1 April.
(eg. four periods of 1-7 days, or one period of 1-7 days plus one period of 15-21 days).

There are also special tolls for particular circumstances (see Other Tolls).

All tolls must be paid before the vessel is launched into or enters the navigation area. When you pay your toll you will be issued with a tolls plaque. This plaque must be displayed on the vessel. We will send you instructions of how to display your tolls plaque when we issue it.

It is an offence to use or keep a vessel in the navigation area without a current tolls plaque.

Registration
Every vessel kept or used within the Broads Authority's navigation area for more than 28 days must be registered with the Authority. There is no charge for registration.

You will be issued with adhesive marks for each vessel. These show her Broads registration number. The registration marks must be permanently displayed on each side of the bow and on the stern of the vessel. This registration number stays with the vessel even if she is sold or otherwise disposed of.

On sale or change of ownership
When you sell or otherwise dispose of a vessel you are required, under the byelaws, to notify the Broads Authority immediately. You must tell us the details of the change of ownership, giving the name and address of the new owner

The new owner is also required to inform the Authority so that the vessel may be registered in his/her name.

The vessel's Broads registration marks will not be changed and the registration marks should not be removed from the vessel. The vessel's annual tolls plaque should also remain on the vessel.

Toll plaques are not refundable. The tolls plaque is not transferable to any other vessel and no return of tolls will be made in the event of cancellation of the plaque before the end of the tolls year.

These are based on the square metre area of the vessel. To calculate the area:

• measure the hull length and beam in metres to the nearest centimetre
• multiply length times beam.

The toll is based on the nearest whole square metre below - so disregard any decimal parts of square metres.
(eg. If the vessel is 9.75 square metres, you will be charged for a 9 metres).

Hire Pleasure Vessels
A hire vessel is any vessel which is let, lent, hired or engaged for gift, pay, or reward or promise of payment.
The annual toll payment for a hire pleasure vessel will be the equivalent private vessel toll multiplied by

• x3 for day hire boats * and passenger craft
• x2.9 (2006/07 only) for all other motorised craft and sailing craft of 11 square metres and above
• x2 for sailing dinghies and rowing boats of 10 square metres and under.

Electrically Propelled Vessels
Electrically propelled vessels are entitled to 30% reduction on the appropriate annual toll, whether hire or private. The Authority is trying to encourage more environmentally-friendly forms of propulsion. Please ask for a leaflet showing the location of electric charging points in the Broads.

Definition of terms
A day hire boat is defined as a boat without any berths (sleeping accommodation), toilet or cooker

• A motor craft is a vessel which at any time is propelled by a motor of any kind, including an outboard motor. It includes a houseboat if fitted with a propulsion engine and sailing dinghies of less than 6 square metres area fitted with a propulsion engine.
• A motorised sailing craft is a vessel of 6 square metres area or over which is normally propelled by sail, but which is also used with a motor. The motor must not be capable of producing more than 10bhp.  The sail area must exceed the block area of the vessel. The vessel's sails must be carried in the vessel ready for use at all times.
• A sailing craft is a vessel normally propelled by sails and not used with any kind of motor, whether outboard or inboard.  A non-powered houseboat is a vessel used to provide stationary accommodation afloat, not fitted with a propulsion engine and not used for navigation.

1. Trade Plate Toll £86.25
Bona fide traders (boatyards, repairers, brokers etc) may, subject to certain conditions, apply for a Trade Plate Toll which is transferable between vessels and permits their use in connection with the trade. Further information is available from the Broads Authority Tolls Office.

2. Passage Toll £8.70
A passage toll is payable by a vessel making a single, one way journey through the Authority's navigation area from a starting point outside the navigation area to a finishing point also outside the navigation area. The journey must be completed within a single day.

This allows vessels entering from Great Yarmouth or Lowestoft Harbours to make passage to a private dyke or mooring place outside the navigation area without payment of a Short Visit or Annual Toll.

3. Winter Lay-Up Toll
The Winter Lay-up Toll covers any vessel brought into the Authority's navigation area and the permanent mooring of that vessel during any one continuous period between 25 September and 30 April of the following year. It covers the return of the vessel to a point outside the navigation area. You must specify the mooring location, in the Broads, in advance.
If the vessel is used for navigation during the period, you must pay the balance of the Annual Toll.

The Winter Lay-up Toll is equivalent to one third of the appropriate Annual Toll on the vessel.

4. Race Craft Toll
If no toll has been paid for your vessel and it will be used on waters within the navigation area for any organised race, regatta, competition or other event you must pay the Race Craft Toll.
The Race Craft Toll is £3.55 per day, for a maximum of two consecutive days. If your vessel is to be used for longer periods, the Short Visit or Annual Toll must be paid.

5. Motor Work Boat Toll £64.35
The Motor Work Boat Toll is payable by any vessel, including floating plant, which is:

1. used exclusively for the maintenance or dredging of the waterways,
2. or is used by bona fide boatyards for the towing or servicing of other vessels,
3. or is used by commercial fishermen for servicing or operating nets.

Non-powered workboats/pontoons pay the toll for rowing craft.

6. Outboard Motor Toll
If you have paid tolls for three or more rowing or sailing craft of 5 metres or less in length and have one outboard motor that you exchange between them you can apply for the Special Outboard Motor Toll. This toll allows you to use the motor on each of the vessels as opposed to paying the motor craft toll on each one. The outboard motor and the craft must be registered in the same ownership.

The Special Outboard Motor Toll £57.62 (private) and £86.25 (hire).

The Outboard Motor Toll for electric outboard motors (private) is £28.48.

7. British Canoe Union (BCU) Members
Membership of the BCU includes usage of the Broads navigation area, at no extra cost, provided that at all times your membership sticker is displayed on the canoe and your membership card is carried with you.

8. Broads Authority Paddling Scheme (BAPS) £56.35
BAPS is a scheme for youth groups operating in the voluntary sector. To join, the group must be registered with the Council of Voluntary Youth Services or be a Scout or Guide Troop. Commercial Kayak or Canoe hire or tuition operations are also eligible.

Member groups can nominate up to 10 kayaks or canoes for use for a single payment.

9. Broads Authority Sailing Scheme (BASS) £97.60
BASS is a scheme for youth groups operating in the voluntary sector. To join, the group or organisation must be a Royal Yachting Association recognised Teaching Establishment, a school or registered with their Local Education Authority as a recognised Voluntary Youth Service such as a Scout or Guide troop.

Member groups can nominate up to 8 sailing dinghies, of no more than 10 square metres in size, for a single membership fee.

10. Great Yarmouth and Lowestoft Harbours
Broads tolls do not include harbour dues payable by vessels entering the Broads via or using the waters of Great Yarmouth or Lowestoft Harbours, For information on these dues contact:

Vessels may enter the Broads via Mutford Lock, Lowestoft. A charge of £10 is made per vessel for the use of the lock. This charge also covers visiting vessels for the use of Oulton Broad (only) on the day of entry and up to midnight on the day following. Vessels seeking to pass through the lock must make a booking by telephone to (01502) 531778 or (01502) 523470.

Private boats which can show they have paid their annual Great Yarmouth Port Authority Harbour dues will receive a discount of 50% on the appropriate Broads Toll, this is available against both the annual Broads toll and Broads short visit toll.

11. Craft Registered between 1 January and 31 March
New craft registered with the Authority, or craft being registered to a new owner and not previously licensed, on or after 1 January will receive a 50% discount on the appropriate annual toll up to 31 March.These are based on the length of the vessel's hull in metres.

Please note: Any form of motor fitted to a vessel classes that vessel as a motor craft and you must pay the motor craft toll.

This includes an outboard motor fitted to a sailing dinghy.

Short Visit Tolls are issued on condition that the adhesive short visit numbers allocated will be properly and clearly displayed on the vessel.

If your vessel is kept or used in the navigation area for more than 28 days in the tolls year, you must buy an Annual Toll. You will be given credit for Short Visit payments already made.
